B.I agree with berel18 that it's not wrong to think about it. However, it's really best to try to avoid thinking about it on an ongoing basis. Studies have shown that fixating on something over time can make you far more likely to act on the behavior. That is, it tends to lower a person's inhibition level to a poiint that they will actively do what they have fantasized about if the fanatsy is a recurring idea.
I have no doubt that this boy is a little hottie, but the fact is that he is off limits. I know that boys this age can be sexually active and some will actually be the persuer. Of course, I take it you have no idea whether this boy is active, is gay, or what. And there are men all over the world who have sex with boys this age and never get caught, largely because boys are less apt to tell than girls are. And even more adult men have had fantasies about it than anyone truly knows.
I would also guess that you have a very nurturing personality which, ironically, also leads you to fantasize about this boy. You want to be the one in control and "teach" this boy everything AND to have him except your "teaching" with adoration.
Think about the consequences if you really DID do something with this lad. I know those are things you don't want to have happen. In summary, I don't think it's wrong to think about this boy while you're jacking-off. Just be careful that you don't get carried away or continue doing so for very long or you may find yourself making overtures or doing things that other's start to find strange and might even surprise you.
